NAIA Terminal Fees Are Going Up in September 2025

Travelers, are you departing via Ninoy Aquino International Airport? The NAIA Terminal Fees are going up in September 2025.

Also called Passenger Service Charge, the airport terminal fees are charged to departing passengers going on a domestic or international flight.



According to the NAIA private operator (NNIC), the increase was set by the government under MIAA Administrative Order No. 1, Series of 2024. This was approved by the Department of Transportation (DOTr), and the Cabinet. This was pursuant to the agreement between the government and NNIC when the operations of NAIA was turned-over to the private sector last year.

NAIA Terminal Fees Go Up by September 2025

Beginning September 14, 2025, the domestic terminal fees in NAIA will be almost doubled. The new NAIA domestic terminal fee is P390 from the previous P200.

On the other hand, the international passenger terminal fees is increased by 70%. The new rate of international airport terminal fee is P950 from the present P550.

First Increase in 20 Years for NAIA Terminal Fees

As revealed by the Manila International Airport Authority (MIAA) General Manager, Eric Ines, the increase will take effect by September 14, 2025, a year after the airport take-over of the New NAIA Intra Corp (NNIC).

This is the first increase in terminal fees for 20 years.

Exemptions in Paying Terminal Fees

The revised Administrative Order also provided for some exemptions in paying the airport terminal fees. Exempted travelers are the following:

  • Legit Overseas Foreign Workers (OFWs)
  • Religious pilgrimages (Hajj and Umrah)
  • Athletes going to international competitions
  • Medal of valor awardees
  • Infants under 2 years of age
  • Other cases as authorized by the Office of the President of the Philippines

The New NAIA Infra Corp. (NNIC) said the collection of terminal fees goes directly to the airport operations and help in improving services to passengers.
